Yes that wasn't necessary and he said he did not make it and if he is able to get it that obviously means it was released to the public. He is basically advertising the hack for whoever made it.

*EDIT
After seeing the video of the game this doesn't deserve to be a hack the mapping is glitchy, you start with a level 30 Ray Kyo or Gro, and the rivals pokemon is level 1. I hope this has been improved since this looks old.

This looks like its cool, but 3rd gen is my least favorite generation of pokemon. So i probably wont play this....oh well...
